The SVHC Candidate List now contains 211 substances. The substances were proposed in September and were considered by the European Chemicals Agency (ECHA) during a consultation period in which interested parties were able to submit comments. Following a review of the list of restricted substances under the Restriction on the use of Certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directive (2011/65/EU) and a public consultation, the European Commission has published Commission Delegated Directive (EU) 2015/863. Compared with EU Directive 2011/65/EU on the Restriction of Hazardous Substances (RoHS), REACH applies to a much wider scope of sectors of industry.

Even if an identical substance is included in the Candidate List, the threshold and reporting requirements can differ. REACH does not have homogeneous-material reporting requirements, while EU RoHS does. The Candidate List of SVHCs and the Restricted Substances List are two different stages in the control process, and a substance may be on either without currently being listed on the other. For an example of how this can happen, let’s look at lead and asbestos.

Some substances are completely excluded from REACH regulation such as radio-active substances. While other substances are partially exempted from REACH.
